Bio

Dr. Noelle Ciara is an experienced licensed clinical social worker, healthcare innovator, and managed care executive based in Philadelphia, PA. Driven by her passion for serving others, Dr. Ciara is honored to serve over 750,000 Philadelphia residents as the Senior Director of Members Services for Community Behavioral Health (CBH), Philadelphia County’s only behavioral health managed care organization.

Dr. Ciara’s career experience includes a unique combination of strengths in behavioral health, healthcare innovation project management, and executive leadership. Her clinical background includes over a decade of direct clinical practice with patients, digital health product design, and healthcare leadership.

Dr. Ciara’s portfolio is comprised of several high-impact projects, including her work on Healing at Home, an AI-driven texting platform for postpartum patients, and PennCOBALT, a digital mental health and wellness platform centered on providing behavioral health support to Penn Medicine and the University of Pennsylvania Perelman School of Medicine’s 40,000+ employees. Dr. Ciara also developed and published The PARTNER Model, a clinical practice model for healthcare providers working with pregnant and postpartum women impacted by opioid use disorders.

Dr. Ciara’s portfolio also includes experience in academics and research. Dr. Ciara has taught masters-level courses at the University of Pennsylvania and Rutgers University, including Direct Practice Research and Clinical Practice & Trauma. She has also served as an academic advisor for masters-level students at the University of Pennsylvania. Dr. Ciara’s areas of scholarly interest include digital health product design and research, behavioral health, perinatal mood disorders, crisis intervention, and evidence-based leadership.

 

Dr. Ciara received her Bachelor of Science from Towson University, Master of Social Work degree from Monmouth University, and Doctor of Clinical Social Work at the University of Pennsylvania.
